In Donghae City, Gangwon Province, residents are instructed not to put out only the bag, even when food waste has been placed in a volume-based waste bag.
The key is a two-step disposal process: placing the bag inside a designated container after filling it.
Some households still use the former payment-certificate stickers, so it is necessary to check both the changed method and the period during which exchanges are available.

In its September 16 announcement, Donghae City stated that, starting October 1, it would change the food-waste disposal method to volume-based waste bag + designated container. The applicable locations are detached homes, general restaurants, and multi-unit housing without RFID volume-based waste machines installed.
Under this system, residents must purchase food-waste volume-based waste bags from designated retailers, put the food waste in them, and dispose of the bag inside the designated container. The mere fact that a volume-based waste bag was used is not sufficient. Donghae City explained that leaving only the bag by the roadside or in front of a home is not recognized as proper disposal.
Detached homes use 5ℓ or 10ℓ designated containers, while a 120ℓ size has been specified for general restaurants and multi-unit housing. Bags can be selected according to the amount of waste, from 1ℓ to 20ℓ. In other words, even for the same food waste, the household’s disposal method and the container specifications must be matched.
The reason for the change presented by Donghae City is to reduce damage, odors, and leakage of contents that may occur when bags are exposed outside. This measure is a change to the disposal method announced by the city; when actually disposing of waste, it is important first to check whether the residence is subject to the system and whether an RFID volume-based waste machine is installed.
Remaining payment certificates can be used through the end of the year
Residents were informed that there is no need to immediately throw away the food-waste payment-certificate stickers previously used by detached homes. The stickers can be used through December 31.
Unused stickers can be exchanged for dedicated food-waste volume-based waste bags from October 1 through the end of the year. Exchanges are available at the Environmental Affairs Division of Donghae City Hall or at the administrative welfare center with jurisdiction over the address. Households that have already purchased stickers need to prepare not only the new container but also keep track of the usage and exchange deadline for their remaining stickers.
Failure to follow disposal standards may result in a fine. According to Donghae City’s guidance, actions such as not using a volume-based waste bag, putting out only a bag without a designated container, or disposing of general waste and food waste mixed together may be subject to enforcement, and the statutory maximum is up to 100만 won. However, the actual amount imposed varies according to the type of violation and applicable standards.
Wansan-gu and Deokjin-gu in Jeonju also announced on September 15 that they would operate a monitoring system combining on-site checks, enforcement, and maintenance targeting the non-use of volume-based waste bags and the illegal disposal of food waste. Although methods and implementation plans differ by region, waste bags are becoming part of prescribed disposal standards rather than merely containers for holding waste.
