On 9월 23일, Daegu City announced plans to build a multipurpose dome stadium for sports and performances near the tennis courts at Duryu Park.
If carried out as planned, the facility would host large-scale performances and indoor sports, but it must still go through the government’s public-offering selection and subsequent procedures.
The key questions are not simply the “announcement of the dome stadium’s construction,” but why 2만석 was chosen instead of 5만석 and what has not yet been finalized.

The Candidate Site Is Adjacent to the Duryu Park Tennis Courts
The candidate site proposed by Daegu City is adjacent to Duryu Park’s Universiade Tennis Courts. The city cited the fact that the site is city-owned land as an advantage, since no separate land-acquisition process or cost would be required. It is approximately 1㎞ from Duryu Station, with E-World, the Daegu Arts Center, the Kolon Outdoor Music Hall, and Duryu Swimming Pool nearby.
The planned facility’s basic capacity is 2만석. The plan is to accommodate up to 2만8천명 by using flexible seating. Daegu City said the venue could host large-scale performances, professional basketball, esports, and indoor sports such as badminton and table tennis.
Daegu’s existing indoor infrastructure was presented as the backdrop to the plan. Daegu Gymnasium is a 3천800석 facility completed in 1971, while EXCO’s capacity for large performances is also approximately 8천석. However, there were also differing views on whether a 2만석 venue would be sufficient to attract the very largest performances. KBS Daegu reported on the issue alongside examples of large overseas performance venues.
2만석 Instead of 5만석: Cost and Utilization Were Considered
Daegu City initially considered a capacity of 5만석. However, it said it chose the 2만석 plan after determining that a 5만석-class facility would cost more than 1조2천억원 to build and would be difficult to operate at a sufficient rate throughout the year. The currently estimated construction cost is 5천억원.
The city’s policy is to secure funding primarily through national government funding and private investment while reducing the burden on the municipal budget. Plans to include revenue-generating facilities such as hotels, shopping malls, and convention centers, as well as to ease building-coverage and floor-area-ratio regulations, are also under consideration. The plan stems from the judgment that it would be difficult to secure business feasibility through sports and performance functions alone.
This point suggests that the operating structure may be a greater variable than the facility’s size. The introduction of revenue-generating facilities, regulatory easing, and attraction of private capital are all matters Daegu City said it would consider or pursue; none has actually been decided.
Construction Targeted for 2031, but Government Public Offering Comes First
Daegu City’s target schedule is a feasibility study in 2027 after selection in the government’s public offering, central investment review and regulatory-easing procedures in 2027~2028, basic and detailed design in 2029, construction commencement in 2031, and completion in 2034.
The first result to be confirmed is the Ministry of Culture, Sports and Tourism’s public offering for sites for dome stadium construction. The offering was presented as a process under which 1 large-scale and 1 medium-scale dome stadium would each be selected and receive national funding. Daegu City is aiming to be selected in the medium-scale category, while Busan, Incheon, and North Chungcheong Province were reported to have entered the competition as well. Paju City also said it had attended a preliminary briefing and was preparing its response to the public offering.
Accordingly, the Duryu Park dome stadium has been confirmed as a plan and candidate site, with a target capacity, but the construction itself, funding, and schedule remain dependent on selection in the public offering and the procedures that follow. The most important date in this plan is the public-offering result, which will come before the completion target.
