Lodging and Golf Course Development Planned on 242 Million Square Meters in Banam-ri
Gangwon Province, Goseong County, and Haesolia Country Club signed an investment agreement on August 25 for the development of the Goseong Haesolia Tourist Complex. The site is in the Banam-ri area of Geojin-eup, Goseong County, and the reported site area is approximately 242 million square meters.
Under the agreement, Haesolia plans to invest a total of 5 thousand billion won by 2035 to build large-scale lodging facilities and a 27-hole golf course. The Gangwon Domin Ilbo also reported plans for lodging facilities with 968 rooms. KBS News likewise reported plans to build lodging facilities and a golf course.
The tourist complex concept includes marine leisure facilities linked to nearby Banam Port, as well as a botanical garden, forest museum, monorail, and other cultural and experiential facilities. The plan is to create a four-season integrated resort by adding cultural and experiential facilities to the lodging and golf course.
The Banam Port Linkage Concept Is a Future Project
This agreement is a commitment to pursue capital investment and the development of the tourist complex. Although marine leisure and cultural and experiential facilities are included in the project concept, the project has not reached the stage at which completed facilities that tourists can actually use or operating results have been confirmed.
For tourists, the sequence in which each facility is developed and how it connects with Banam Port may determine the stay experience more than the size of the lodging facilities. However, the two reports described the investment scale and facility composition but did not provide construction schedules or opening dates for individual facilities.
Gangwon Province and Goseong County expected the project, once completed, to attract more than 110 million tourists annually and create 1,270 (1270) new jobs over the next 10 years. These are projections presented by local governments after the agreement, not visitor numbers or employment results that have already been achieved.
Goseong County’s Assessment That It Forms the Foundation for a Peace Economy Special Zone
Goseong County views the establishment of this extended-stay tourism infrastructure as the foundation for pursuing designation as a Peace Economy Special Zone. The county said it had launched a dedicated organization with the goal of securing designation as the Republic of Korea’s first Peace Economy Special Zone and had explained the need for designation to relevant agencies.
However, the investment agreement for the tourist complex and designation as a special zone are not the same decision. What was confirmed through the agreement is an investment commitment to pursue the project, while special-zone designation is a separate matter that Goseong County is pursuing as a goal.
Gangwon Province stated that it would provide administrative support so the project could proceed without disruption. Given the investment scale of 5 thousand billion won, the actual changes in tourism will depend on whether the facilities listed in the plan are developed in sequence.
