Application Error Began 10 Minutes Before the 11 Deadline
According to the Ministry of Education, an error occurred at approximately 5:50 p.m. on the 11 in the application agency Uway Apply’s system. Although the rolling admissions application deadline, originally 6:00 p.m., was extended to 7:00 p.m., some applicants were unable to complete their applications during the login, form completion, saving, and payment processes.
As of the 13, the Ministry of Education estimated that up to 1천200 or so students were unable to complete their applications because of the system outage. The Dong-A Ilbo reported that among applicants to 56 universities whose applications were handled by Uway Apply, cases in which records remained of completing an application or attempting payment during the outage were announced as conditions for relief eligibility.
The key to this measure is the system records from the time of the application deadline. Rather than determining eligibility solely based on the inconvenience of applying, the authorities will verify which applications applicants actually completed or saved, or whether they attempted payment, during the outage.
Eligibility Determination Remains Pending After Relief Applications
Relief applications will be accepted through the bulletin board on the Uway Apply website from 14 at 9:00 a.m. through 16 at 6:00 p.m. The Ministry of Education and the Korean Council for University Education plan to determine eligibility for relief by verifying applicants’ login, application completion and saving, and payment-attempt records, as well as their relevance to the system outage.
Cases under consideration fall broadly into three categories: applicants who had records showing that they completed or saved an application during the outage but did not finish the final submission; applicants who attempted payment but whose applications were not processed as complete; and applicants who, because they could not apply to their originally preferred university, unavoidably applied to another university. In the last case as well, records of completing an application or attempting payment for the originally preferred university must be confirmed.
Applicants informed that they qualify for relief may submit an application to the relevant university by 16 at 10:00 p.m. Because Uway Apply and the universities will review the records and then provide individual procedural guidance, the application itself and the possibility of final submission must be considered separately.
Proceedings Limited to the Admissions Unit in the Original Records
The Ministry of Education said it would proceed with relief measures without changing the admissions unit identified in the system records, taking fairness toward applicants who submitted their applications normally into consideration. An admissions unit is the department or major-level unit into which a university divides its selection of students.
Cases in which applicants newly applied after university-specific competition rates were disclosed during the extended deadline period are also being identified separately. The Ministry of Education and the Korean Council for University Education said they would consider additional measures if unfair cases are confirmed. This is not an already finalized measure; it is planned to be decided based on the investigation results.
