Plans for semiconductor factories have been announced, but how will the water and electricity needed to operate them actually be secured?
Looking at announcements concerning the Honam-region semiconductor industrial complex, the answer lies first in infrastructure, rather than production lines.
It is necessary to distinguish whether these measures mean factories will begin operating immediately and what still remains to be done.

This is estimated to be the amount needed for 4 semiconductor factories planned for the site of the Gwangju military airport. The plan calls for using Dongbok Dam, Juam Dam, Jangheung Dam, Boseonggang Dam, and Naju Dam, while also reusing treated water from Gwangju No. 1 Wastewater Treatment Plant as general process water.
These figures matter because the semiconductor industry does not operate on blueprints or buildings alone. Water needed for manufacturing processes, stable power, and the pipelines and transmission grid connecting them must all be in place for production plans to have meaning. KBS reported that the water required for the 4 factories is estimated to exceed the amount used by all residents of the Gwangju area.
Power Is a Future Plan, Not an Exemption Decision
Unlike water, an exemption from the preliminary feasibility study for power infrastructure was not included in this decision. The Jeonnam-Gwangju Integrated Special City stated that once detailed plans are finalized, it plans to pursue a preliminary feasibility study exemption for the power project as well. This is why water, which has already been decided, and power, for which procedures remain ahead, should not be viewed as being at the same stage.
The disclosed plan includes supplying approximately 6.3GW of power to the industrial complex and connecting lines of approximately 20–25 km from the Sinjangseong and Singwangju 345 kV transmission grid to the complex. The government and Korea Electric Power Corporation have set a goal of building the Phase 1 power grid by 2029. However, this is a goal and plan, and whether and when it is actually built will depend on the progress of follow-up procedures.
Nor does the water project mean that all conflicts have disappeared. Concerns have been raised about flooding damage from the expansion of Dongbok Dam, and environmental impact assessments, disaster impact assessments, soil surveys, and topographic surveys are scheduled to proceed. Moving through procedures quickly and adequately examining local impacts must go hand in hand.
What Do the 6-Trillion-Won Support Plan and the 2030 Production Target Mean?
The government has also announced a plan to pursue a total 6-trillion-won-scale funding project from 2027 through 2030, supporting not only infrastructure but also materials, parts, and equipment, research and development, and workforce training. Separately, the ruling party and the government announced a policy to establish a special semiconductor account to support AI and 3 mega-projects. However, because the special account and budget proposal still must go through formulation and deliberation processes, it is more accurate at this stage to understand this as a support policy.
The industrial complex schedule also depends on several conditions. The Jeonnam-Gwangju Integrated Special City presented targets of an occupancy agreement in 10월 (October), plan formulation and design and permitting in 2027, the start of fab construction in 2028, the first completion of 2 fabs in 2029, and initial-volume production in 6월 (June) 2030. This schedule is possible only if the military-airport relocation, site preparation, permitting, and construction of power and water infrastructure proceed simultaneously.
The most important figures to watch in this announcement are 65-man t and 6.3GW. Rather than judging the success or failure of the semiconductor industrial complex solely by factory buildings or investment amounts, it is necessary to confirm whether water and power are actually connected on time. The preliminary feasibility study exemption is a starting point that can accelerate progress, but the process of turning plans into results begins now.
