The civic-group-style Facebook community “Kaohsiung Hao Guoer” proposed developing the Taipei research institute concept mentioned by Shen Boyang in a way suited to Kaohsiung. The group described an urban-level research institute like the Seoul Institute as an urban think tank that supports policy research by administrative organizations.
The Kaohsiung-style concept included the idea of incorporating agendas tailored to local characteristics, such as marine policy, balanced national development, and metropolitan cooperation in the southern region. The group mentioned the Asia New Bay Area or the future site of the 205 Armory as potential physical bases, and also proposed a knowledge-exchange space open to citizens.
Another proposal involves connecting “a hiking city and exercise hubs” with Kaohsiung’s coastal and waterside environment. It calls for expanding water-activity spaces on the sea, rivers, and lakes, and using water as a design standard for landscapes, ecology, and urban cooling. A concept for a floating city with three directions—“the coast, waterside access, and going out to sea”—was also presented.
The clearest point in this reporting is that the candidates’ visit plans and policy proposals from a private community appeared together. The establishment of a research institute, securing resources for an operations center, and expanding water-activity zones were not confirmed as administrative projects decided as of the time of reporting.
