This distinction is not minor. Training is a stage for preparing skills, language, and protection systems and placement procedures. Participation in an event alone does not mean that an individual’s employer or departure has been decided.

Participants were divided into three courses. 60 people studied caregiving work and Japanese with the aim of placement in Japan, while 40 people studied Japanese with Japan as their target. The remaining 20 people received training in restaurant customer-service work and English, aiming for placement in Brunei Darussalam.
What matters here is the combination of destination and occupation, rather than the single word “overseas.” Caregiving and customer-service work require different skills, and the language training is not the same type of course. The event organizers’ explanation that training institutions, local governments, and placement-related institutions must prepare together also presupposes this distinction.
The program was introduced as serving not only vocational high-school graduates, but also people seeking overseas jobs by improving their skills. However, this is a statement about the program’s target participants and direction, not the placement outcomes of all participants.
238,000 and 350,000 Are Not the Same Figure
Indonesia’s Ministry for the Protection of Migrant Workers (KP2MI) said that about 23만8천명 migrant workers had been placed overseas in 2026. At the same time, it described the government’s year-end target as 35만명. In the CNBC Indonesia report, the first figure is the scale of placements disclosed by the ministry, while the latter is a target through the end of the year.
Even when placed side by side, the two figures do not establish that the target will be achieved. KP2MI said there are several methods, including private-to-private placement (P2P), government-to-government placement (G2G), and self-arranged placement, and explained that training content is set after examining job demand, the destination country, industry sector, and occupation.
Therefore, trainee numbers or government targets alone are not enough. A more direct basis for confirmation is which occupation in which country is connected through which procedure.
For Fast Overseas Job Offers, Check the Procedures First
KP2MI warned that fast overseas job offers through non-procedural routes may lead to human-trafficking crimes. When looking into overseas employment, before considering how quickly an offer is made, first check whether the country, occupation, placement method, and protection procedures are presented.
The clearest fact in the reports related to this kick off is that training and preparation have begun. The number of training participants differs from employment outcomes, and government targets also differ from confirmed results. The larger a single word appears, the safer it is to read the process and procedures attached to it as well.
Standards for Reading the Next Announcement
It is difficult to reach a conclusion from kick-related news based on a single figure or sentence. The meaning becomes clearer when you distinguish who made the announcement, whether the statement concerns something already implemented or a future plan, and whether the target and timing are specified.
Even within the same material, an explanation of need, discussion, an implementation plan, and actual implementation may be different stages. Even if the scale of an announcement appears large, checking what it covers and what procedures remain helps avoid overstating or understating the current situation.
