Arrest Carried Out at His Home in Nordwalde
According to a report by German public broadcaster Tagesschau, investigators from the Federal Criminal Police Office arrested Hanning at his home in Nordwalde, near Münster, early on October 6. The Federal Prosecutor General’s Office confirmed the arrest.
Hanning served as head of Germany’s foreign intelligence agency, the Federal Intelligence Service (BND), from 1998 through November 2005. The Federal Prosecutor General’s Office is investigating him on allegations including the discovery of information related to state secrets, attempted treason, and activities on behalf of a foreign intelligence agency.
On the same day, Manfred D., Hanning’s former chief of staff, was also arrested in Bavaria. According to reports, he worked for the BND until spring 2026 and is suspected of passing classified information to Hanning.
‘Secret Documents’ at the Center of the Investigation
Investigators are examining the possibility that Manfred D. provided Hanning with highly classified information in exchange for money at least through 2022. Tagesschau reported that approximately 2,000 (2000) documents may have been transferred.
The documents may have included information reports that the heads of security agencies regularly share through the Chancellery. Reports on Iran’s nuclear program and the Russian military, as well as information provided by foreign intelligence agencies, may also have been included, according to the reports.
What investigators are particularly seeking to determine is whether Hanning used these materials for analysis on behalf of foreign intelligence agencies or for communication with foreign agents. However, whether the information was actually passed to foreign powers remains under investigation and cannot be established based on the reports alone.
Clue Originated During a Search in Another Case
According to reports, Hanning’s home and office were searched in September 2025 during an investigation into a separate child-abduction case. Materials appearing to be recent BND documents were subsequently found on electronic storage devices, and the related materials were passed to federal authorities.
The Federal Prosecutor General’s Office reportedly began a confidential investigation into Hanning in May 2026. Following the arrest, an investigating judge of the Federal Court of Justice will inform the suspects of the arrest warrants and determine whether they will remain in custody.
What matters in this case is the procedural distinction between the allegation itself—that a former senior intelligence official may have accessed classified documents—and how extensively those documents were actually used. The arrest and the investigative allegations mark serious stages, but final criminal responsibility will be determined by future court rulings.
