Agricultural debt renegotiation is an expectation, but its effects are still unfolding
Investidor10 reported that the government’s program to support agricultural producers was cited as a direct backdrop to the BBAS3 rebound. In particular, the rules under MP No. 1,376 allow the renegotiation of debts accumulated from 2019 through 2025 and permit a grace period of up to 2 years before principal repayment begins.
The conditions vary according to the producer’s size. Producers eligible for the family-farming support program Pronaf can reportedly renegotiate up to 40 million reais at an annual interest rate of 6%, while Pronamp producers can renegotiate up to 200 million reais at 9% annually. For other producers, terms of up to 400 million reais at 12% annually were presented.
The measure was introduced as a mechanism to help producers regain access to agricultural financing plans for 2026 and 2027. From the banks’ perspective, it is connected to expectations that concerns about the soundness of agricultural loans may ease. However, the analyst’s explanation in the article was not an announcement that the policy had already eliminated every risk. It explained the potential for support from the renegotiation program and the market’s expectations.
Questions left by low profitability and delinquency indicators
Estadão reported that Banco do Brasil’s return on equity (ROE) in the second quarter of 2026 was 8.3%, the lowest among major publicly listed banks. ROE is an indicator showing how much profit a bank generated for each 1 real of equity. The low figure led to analysis that it could constrain the capacity for reinvestment and for larger dividend payments.
Delinquency in the agricultural sector is also a burden. According to the same report, agricultural delinquency nearly doubled, rising from 3.16% to 6.27% compared with the same period a year earlier. There were also comments that delinquency among personal customers had accelerated in the most recent quarter. The views of brokerages and analysts are not aligned in one direction. Some considered the stock to be trading below book value and therefore priced at a discount, while others believed recovery could be slow because of uncertainty surrounding agricultural credit, personal delinquency, and the retail credit cycle.
