
A dust storm that engulfed Phoenix has reportedly been classified as a “Category 5.”
This is not about hurricanes. It is a newly created dust storm scale introduced this year.
Why a scale has become necessary only now is at the heart of this story.

A haboob is different from yellow dust
First, let’s clarify the terminology. The haboob—a word of Arabic origin used in the U.S. Southwest—is not simply blowing soil dust.
When a thunderstorm collapses, its downward-rushing downdraft strikes the ground and spreads outward in all directions, pushing dry soil forward like a wall.
That gives it a different character. Yellow dust arrives from afar over a long period. A haboob arrives within minutes and passes within tens of minutes. That is why a clear sky can suddenly appear to have a wall approaching.
All haboobs are dust storms, but not all dust storms are haboobs.
The problem with one term: “dust storm”
This is where the problem arises.
A brief spell of hazy visibility is called a dust storm, and so is a situation in which you cannot see anything ahead on a highway. When they are called by the same term, people treat them as the same thing.
Hurricanes faced exactly the same problem in the past. That is why the Saffir-Simpson scale was created. “A hurricane is coming” and “a Category 4 is coming” prompt people to act differently.
The PHX-DUST Scale, created by researchers at Arizona State University, is based on the same idea. It was developed jointly by 22 researchers, weather professionals, and local government officials, and was published in the January issue of the *Bulletin of the American Meteorological Society* this year.
From 1,000 to 5,000
The main factor separating the categories is dust concentration (PM10). The scale uses readings from the air-quality monitoring network across Maricopa County.
- Category 1 — about 1,000 μg/m³
- Category 5 — about 5,000 μg/m³
It also considers wind strength, duration, and area covered. A category does not rise simply because gusts are strong; even a less dense storm can receive a higher category if it remains widespread for a long time. That is because actual harm is created by concentration × time × area.

Put in terms of Korean standards
The numbers may not be immediately intuitive. They become clearer when compared with Korean standards.
Korea issues a yellow dust warning when the hourly average PM10 concentration reaches 800 μg/m³ or more for at least two hours. A fine-dust warning is issued at 300 μg/m³.
In other words, Phoenix’s Category 1 is already higher than Korea’s yellow dust warning threshold. Category 5 is six times that level.
And this is important. Korea’s system has only two yellow dust alert levels: advisories and warnings. Once the level exceeds 800, 1,000 and 3,000 are described with the same term. This is precisely why Phoenix went to the trouble of creating five categories.
What does Category 5 look like?
Its scale can also be grasped visually. Consider the haboob that crossed south-central Arizona on July 5, 2011.
- Dust-wall height: 1,500 m to 1,800 m
- Leading-edge width: about 160 km
- Travel distance: more than 240 km
- Wind gusts: 80 km/h to 110 km/h
Imagine a 1.5-km-high wall approaching with a width stretching from Seoul to Daejeon. That is what Category 5 looks like.
If you are caught in one—and why you turn off the lights
The Arizona Department of Transportation’s guidance is: “Pull Aside, Stay Alive.” The order is prescribed.
- Slow down while watching your surroundings.
- Move completely off the paved roadway—neither the travel lane nor the shoulder is acceptable.
- Turn off all lights, including hazard lights.
- Take your foot off the brake.
- Set the parking brake.
- Wait for it to pass while keeping your seat belt fastened.
Steps 3 and 4 may seem contrary to common sense. The reason is clear.
Drivers approaching from behind may mistake those lights for the lane. A driver who cannot see ahead follows the only visible light. If a stopped vehicle has its lights on, it becomes a target. Taking your foot off the brake is also meant to turn off the brake lights.
The exact opposite of fog
This is an easy point of confusion, so it is worth emphasizing.
In fog or heavy rain, keeping your lights on is correct. That is because you are still moving, and other vehicles need to see you.
Turning off your lights in a dust storm applies when you are stopped off the roadway. You are now an obstacle, and other vehicles must not drive toward you.
If you are moving, turn them on; if you have stopped off the road, turn them off. The conditions differ, so the answer is the opposite.
This is a method that has already been used
Arizona’s dust storms are concentrated during the monsoon season, which the U.S. National Weather Service defines as June 15 through September 30.
In the past, however, the start date varied every year. The monsoon was considered to begin when the dew point exceeded a threshold for three consecutive days. Meteorologically, that is a more precise method, but because the date changed every year, people could not know when to begin preparing. So the dates were fixed in 2008.
It is the same idea as the category system: a definition that enables action is better than a more precise definition.
What remains after it passes
It is not over once the dust clears.
Fine particles that have settled can remain in the air for some time. And the U.S. Southwest has an endemic disease called Valley fever, caused by fungal spores in the soil. When the soil is extensively disturbed, the spores can rise with it.
Immediately after a storm, it is better to give the dust time to settle rather than opening windows to ventilate. This is especially true for people with vulnerable respiratory systems.
Separating the names
The creation of a category system does not simply mean that one more number has been added.
It means an intention to distinguish things that had been called by the same name. Once Category 1 and Category 5 begin to be called different things, people finally begin to act differently.
This leaves a question for Korea as well: among the days grouped together under the single phrase “fine dust is bad today,” how many very different kinds of days are being mixed together?
